In the mid-2000s, the ATF tried to get around jurisdictional boundries with Mexico by planting guns in the black market that they could trace, which would then allow them to arrest cartel gangs. Unfortunately, the guns were then showing up in violent crimes, and in 2010 cost the ATF one of their own.
